I've been engaged for 2 years, is he just making excuses?

I have suggested eloping. He says no you wanted a real wedding. I suggest a courthouse wedding and large reception he turns it down. We start trying to plan on a small wedding and Maui honeymoon, now suddenly we can't afford it. His boss offers to pay for it and he can work it off. He says he doesn't want to be in debt to him. I firmly believe he is just making excuses to not get married. He swears this isn't true. We have 3 kids (2 of mine from a previous marriage, 1 together) that's why I have let this go on this long...
